Restricting editable sections

Is there a way (via CSS?) to have read-only sections of a HTML chunk when editing? I thought I'd seen this implemented before, probably in another editor similar to Xinha. Basically I have a page template where I don't want certain parts of the page to be editable - although the ability to toggle the page as partial and all editable would be useful for maintenance.

That would be complex to write, and in no way reliable.
