Force Ordered List?

I have been asked to implement a form where a text box is used exclusively for an ordered list. Other forms on the site use xinha in a normal manner. How would one be able to:
1. disable using backspace to cancel an ordered list.
2. Have an ordered list without having the ordered list buttons -- couldn't one just prepopulate it with <ol><li></li></ol> and then have the buttons not appear?
