Bold key outputting span, not <bold>

I am pretty sure .95, and I thought .96 Beta, would add the tag <strong> when I picked text and hit bold, but now some of my content ending up with <span style="text-weight:bold"> instead.
Doesn't seem to be happening everytime, in fact, couldn't reproduce now, so not sure why it happened. Can someone look at my editor and tell me if there is a mistake?
