what could create a forbidden message?

When saving a page, we are now getting an alert popup that says
An error has occurred: Forbidden
then it lists the page url

This was working last time I was in the admin and no file changes have been made.

and the answer is - it must have been a database connection problem cause it corrected itself.  Seems to be there could be more of a descriptive error message?
