How to get insert special characters as entities?

In using the 'Insert Special Character' feature, special characters are inserted using some character set (perhaps utf-8 or cp1252) rather than the html entity.  For example, when inserting the trademark character, I was hoping to get the ™ entity, but instead it inserts a character set character.  I looked at the code in the plug-in (character-map.js) and the code seems to be trying to insert the entity strings rather than  character set characters, but for some reason, this is not what comes through in the editor.  Any pointers on how to get the entities inserted?
