Highlighting of icons

Is it possible to have the icons highlighted permantly rather than when you just click in the editor? It is confusing some of our (stupid) users.

I notice that the editor takes a lot longer to load in IE than FF. In FF it all appears at once, whereas in IE it seems to make a few passes. Can anyone shed any light on that ?
