Icons don't collapse nice

Is it possible to get the buttons (icons) to collapse better. When I make smaller textareas, Xinha goes crazy, and shoves a couple at the top, and leaves huge gaps.

Things collapse in sets? How can I stop this and make them collapse all individually?
