Problem with menubar size in IE

I hope someone can help me. There seems to be a problem, when i specify the doctype to
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">   or
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html xmlns="http://www.w3.org/1999/xhtml">

Watching wit IE the menubar shrinks and, I can't see all the buttons. With Moziolla and Firefox there's not such problem.
